16. Echoing the ancient words of the prophets, the Jubilee reminds us that the earth's bounty is not meant for a privileged few, but for all. Those who possess wealth must be generous in recognizing the faces of their brothers and sisters in need. I am thinking in particular of those who lack water and food: hunger is a scandalous scourge on the body of our humanity and it calls each of us to a surge of conscience. I renew my appeal that "with the financial resources devoted to weapons and other military expenditures, a Global Fund be created with a view to eradicating hunger once and for all, and for the development of the poorest countries, so that their inhabitants do not resort to violent or deceptive solutions and do not need to leave their countries in search of a more dignified life."
